Your connection is the fragile one. The server's is not.
Roughly 99% of internet connections in Tanzania are mobile wireless. If you trade from a laptop tethered to a phone, or off a mobile router in a room with one bar, your terminal is running on the least predictable link in the entire setup — one that drops in a lift, in a downpour, at the edge of a cell, and at midnight when the bundle runs out. Deploy in Dar es Salaam and your data stays in Tanzania, in the same city as most of the people using it. ke-1a in Nairobi and ng-1a in Lagos are one API call away on the same console and the same shilling bill, so a standby or an offsite copy is a line in a config file rather than a supplier to onboard. Typical in-metro round trips are around 6 ms in Dar es Salaam, ~2 ms in Nairobi and ~4 ms in Lagos.
Traffic between Tanzanian networks is exchanged in Dar es Salaam. The Tanzania Internet eXchange has run there since 2003 as a project of TISPA, the Tanzanian ISP association; PeeringDB records 32 networks and 798G of connected capacity there, with Akamai, Meta, Cloudflare and TTCL among them, and no fee to join. The point of a local exchange is a plain one: a packet from one Tanzanian network to another changes hands in the city, instead of being hauled to Europe and back to travel four kilometres.
International capacity comes ashore in the same city: SEACOM, EASSy and SEAS land at Dar es Salaam, a named landing point on 2Africa as well. Inland, the National ICT Broadband Backbone carries it onward — government fibre managed by TTCL, 13,820 km laid of a 16,280 km target as of FY2024/25, reaching every region and crossing into Zambia, Malawi, Kenya, Uganda, Rwanda and Burundi. One origin in Dar es Salaam therefore has a real answer for a user in Mwanza, a site office outside Geita and a clearing agent at Tunduma.
TCRA's count for the quarter ending March 2026 tells you who is at the other end: Vodacom 36.19 million subscriptions, Yas 31.85 million, Airtel Tanzania 23.75 million, Halotel 18.32 million, against 58.9 million internet subscriptions nationally, roughly 99% of them mobile wireless. The largest reaches under a third of the country: no carrier arrangement covers a Tanzanian audience, and being inside Tanzania covers all of them at once.

Trading is already a business of exchange rates
The server you run it on does not need to be another one. Since GN 198 of 2025 took effect on 28 March 2025, following the Finance Act 2024's amendment of the Bank of Tanzania Act, goods and services inside Tanzania are quoted, advertised and paid in Tanzanian Shillings. Every domestic bill you get is a shilling figure. A trading VPS billed in dollars is the one line that moves on its own between the quote, the charge and your records — a small amount of noise, arriving every month, in the part of your accounts that is supposed to be the boring part.
The plans here are priced in shillings from the start: the 2 GB Windows plan at TZS 63,900 a month, the 4 GB Windows plan at TZS 104,800, the 8 GB Windows plan at TZS 186,600, the 16 GB Windows plan at TZS 370,200. The Windows Server licence is inside those figures — TZS 5,000 per vCPU per month for 2022 Standard on a four-core minimum — rather than a separate dollar purchase you make somewhere else. If you run headless bots on Linux there is no licence component at all, and the 2 GB plan starts at TZS 43,900.
If you buy one server for yourself, that is the whole story. If you trade through a registered company, run a training or signals business, or need the cost to land correctly in your books, two more facts matter: mainland VAT is 18% and applies to digital and electronic services, administered by the TRA, while Zanzibar administers its own VAT through the Zanzibar Revenue Authority. Annual, if the setup is settled
Annual billing is ten months for twelve. It suits a strategy you have been running for a year and expect to keep running; monthly suits one you are still testing. Both are billed in TZS, and you can move an instance between them at renewal.

Data residency
If other people's details are on that server
For a trader running their own terminal, the data on the machine is your own — your account, your strategy, your history — and where it sits is your call to make on your own terms. That changes the moment anyone else's information is on there. A copy-trading service with subscribers. A signals room with a member list and payment records. A training business holding student names, phone numbers and ID copies. An account-management arrangement with a spreadsheet of clients on the desktop.
Tanzania's Personal Data Protection Act, 2022 has been in force since 1 May 2023, and moving personal data out of the country is not a self-assessment: it takes a permit from the Personal Data Protection Commission, applied for in advance with the recipient, the categories of data, the purpose and duration of the transfer, the destination country and the security arrangements there set out, and the Commission may approve, ask for more, or refuse. Administrative penalties run to TZS 100 million.
Keep that server in Dar es Salaam and the transfer question never opens. The member list, the KYC scans, the WhatsApp exports, the folder of statements someone sent you — all of it stays in Tanzania. That is data residency for Tanzania's Personal Data Protection Act, and it is the version your accountant and your lawyer can both work with.
Your data is held in Dar es Salaam and is not moved out of Tanzania without your instruction. Registration with the Commission as a controller or processor remains your own.
