Yes. Every Debian VPS gives you complete root access and SSH key authentication from the moment it boots. It's your server to configure however you like.

Yes. Provide cloud-init user data at deploy and your server bootstraps itself on first boot — packages installed, users created, keys in place before you ever log in.
